What a $348,000 Public-Art Commission Expects Before You Apply

A public-art commission can look generous until every obligation inside the budget is counted. Palm Beach County’s current call for the Aqua Crest Aquatic Complex offers a useful case study: the selected artist or team can receive up to $348,000, but that fixed fee must cover design, engineering, permits, materials, fabrication, contractors, shipping, installation, oversight, travel, insurance and the artist’s own fee.

The opportunity is open to adult professional artists with experience designing, fabricating and installing architecturally integrated tile work. Applications are due October 19 at 11:59 p.m. EDT. The artwork will wrap five exterior façade panels on the entrance and ticketing building, covering approximately 960 square feet.

Read the budget as a scope document

The headline figure is not a studio fee. Before applying, an artist should build a preliminary cost model that reserves money for professional services, structural review, permitting, production, transport, installation equipment, contingency and insurance. If the remaining artist fee is not viable, the project is not viable—regardless of the size of the total budget.

The Aqua Crest call is unusually clear about this. Its fee is inclusive of all expenses, while each shortlisted artist receives a separate $1,000 honorarium to develop and present a concept. Up to three artists will be shortlisted.

Show evidence, not aspiration

The first-round application asks for a résumé, a letter of interest and documentation of past work. Applicants may submit up to five images, with title, location, budget or price, completion year, medium and dimensions. The selection weighting is revealing: 60 points are assigned to the quality and strength of past work, and 40 points to demonstrated ability to design, construct and install large-scale public art.

That means the strongest portfolio is not necessarily the most visually varied. It is the one that proves the artist can deliver work at architectural scale. Images should make fabrication quality, integration and durability visible. Captions should state budgets and dimensions accurately. The letter should connect prior experience directly to the project’s goals rather than restating a general biography.

Plan for the administrative work

Shortlisted artists must attend a mandatory virtual meeting, sign a nondisclosure agreement before receiving construction documents, register a business entity to operate in Florida and enroll in the county’s vendor system to receive the honorarium. Submitted proposals also become public records under Florida law.

These requirements are not peripheral. They are part of an artist’s capacity to complete the commission. A practical pre-application checklist should therefore include business registration, insurance availability, engineering contacts, fabrication partners, a permitting plan and a calendar that extends through installation.

Apply only when the fit is real

The call prioritizes large-scale public art experience and integrated tile media, including ceramic, porcelain, terracotta, stone and glass. Artists without that evidence should not disguise the gap. A better strategy is to partner with an experienced fabricator or team member, or to build a smaller completed project that can become credible proof for a later opportunity.

The larger lesson is simple: a public-art proposal is both a creative argument and a delivery plan. Selection panels need to believe in the image, but they also need to trust the artist with a building, a budget and a public deadline.
